I have to agree with your comments that when ridging is strong, the major steering effect is how potential vorticity is advected between a TC and a ridge.

However, it is also true that the stronger it spins, the more a poleward force is exerted on a TC.  This is an effect of the Coriolis force.  The Corilois force is stronger on the polward side of a TC vs the equator side of a TC.  This is called the beta effect.

In fact, the BAM suite takes into account both the PV advection effect and the Beta effect.
