1992 was post Pinatubo and SOx has significant electrics meaning as far as convection processes are concerned. Bret had same landfalling BP but surface winds didn't match. Present lack of activity is largely solar driven IMHO--so it's slightly different. BTW even though the sun doesn't have a spot there is a coronal hole. It will bring by forecasts elevated solar winds on 7/23. So formation has to occur in next two days or the solar winds are likely to rip anything forming apart. Just because there is no spots doesn't mean there isn't spaceweather.
