From 8pm EDT Monday public advisory on rainfall:

RAINFALL: Franklin is expected to produce rainfall amounts of 2 to
4 inches, with isolated higher amounts of 6 inches, across Puerto
Rico through the middle of the week. Rainfall amounts of 5 to 10
inches, with isolated higher amounts up to 15 inches, will be
possible across portions of Hispaniola.

Floater from Colorado State:

It's currently on Curacao's radar, though won't be as it moves toward Hispaniola.

Best seen on the Caribbean radar composites:

I was going to say that the Domincan Republic has a radar, but data wasn't available publicly. But now it is! When I was checking these Twitter accounts:

Director of ONAMET:

(Even when a profile is available, Tweets aren't in order when not logged in)

I found the radar image, which they had posted at times on their Twitter account years ago:

Then someone asked why real time access wasn't available and then they responded with the link:
https://www.idac.gob.do/radar-meteorologico/

It's a screenshot of their display it seems, rather than an interactive map. That is not integrated into the Caribbean composites I linked above. I have to go update my radar database.
