We can't test millions of people. We're not ready. We can't open anything because we don't really know where all the hotspots are. We only really know that in weeks most everywhere will be a hotspot. There might be some communities, in some remote region of the country in the middle of nowhere, that may not have cases by then, but for everyone else, they will. And once you have 1 case that can't be traced, you already have a lot and will have a whole lot more soon.

Someone sent me something that showed a section of a state that had hardly no cases. Then showed the location of the testing sites in the state, aside from maybe testing in a hospital. Not shockingly, the places with testing sites had a lot of cases. The places where you had to drive four hours total to get a test, there was only a couple. If you don't test, you won't find how bad it is until your hospitals are overwhelmed and by then you know it's going to be extremely bad because you know it will only get worse for weeks after that if the region isn't telling people to stay home.
