Harvey looks like an ooen wave to me

I am increasingly having a hard time buying NHC's designation of Harvey as a "tropical storm." This looks like an open wave to me. I would be surprised if there is a west wind in this thing any longer. It looks at least as bad as 92L right now and yet that has impressed the NHC only enough to earn a yellow x at the moment. With the abundance of ULLs out there I don't think we will see much in the way of development for at least a week or two.
