WV showing a trof coming down from the NW.

This is offsetting the anti-cyclone and effectively lowering the tropopause to the NW of 99L.
Net effect is there is some wind shear over 99L and the PV is being compressed so the vortex can't spin up.
The trof should lift in the next 24 to 48 hrs which will then give 99L a good opportunity to spin up.
