I was wrong about the use of "elsewhere" I think. They may have always done it the way they are.

Looking back at wording when the outlook was 48 hours, it sometimes said:

"ELSEWHERE...TROPICAL CYCLONE FORMATION IS NOT EXPECTED DURING THE
NEXT 48 HOURS."

But I think that might only appear when they list at least one area that has the potential of becoming a tropical cyclone. Then they had something like that at the bottom. However, I see a lot of instances of that line not being in there if there is an active storm, or at least the word "elsewhere" not being there, including when there are other disturbances with the potential for formation. So the way they have it seems to be the most common version of the line when present.

At least the image on the 5 day outlook has the word "new":
http://www.nhc.noaa.gov/gtwo.php?basin=atlc&fdays=5
When it says "No new tropical cyclones are expected during the next five days."

Maybe eventually they will change that line in the text output itself to be a little clearer.

The two day outlook image has the current storm, with satellite imagery, and the five day does not have the current storm and just the basic map background. The front page has the current storm, with no satellite imagery, and just the basic map background. A lot of different versions!
