While you don't necessarily need about 80°F water temps, the water temps in most all of the U.S. are too cold now for something tropical. South Florida is the only place with water temps anywhere close to 80°F. ( Click Show "Water Temp" in drop down box and zoom in: http://tidesandcurrents.noaa.gov/map/ )

If anything were to form in the offseason, it shouldn't be any threat to the U.S. as a purely tropical entity.

2005's Vince was one of the rare storm's that formed in cooler waters. (not out of season, just very far north in the Atlantic)

May starts to add more. 24 tropical storms in May since 1851. 4 hurricanes. Hurricanes denoted as where the wind was 65 knots or higher in the best track file. They may or may not have been actually defined as hurricanes. (perhaps a strong post-tropical system)

But the Gulf looks good during most of the offseason. Only in May does about three to four dots get added for tropical storms.
