Yellow vigilance gusts of winds and heavy rains
  accompanied by thunderstorms national risk management plan and
  Disasters (PNGRD)

  A strong tropical wave associated with a low-pressure centre
  is located at approximately BRM arc Southeast Eastern Caribbean this
  morning. This system could become a hurricane in the
  next 48 hours. Trajectory models do so move closer
  the South coast of Haiti Sunday evening and Monday. The passage of this
  disturbance near the South coast of Haiti could generate bursts
  winds, including scattered thunderstorms and showers for
  the southern regions of Haiti from Sunday evening.

  As a result, the SPGRD starts this Friday October 29, 2010 at 10 h am
  Yellow alertness level (i.e. risk impact of low intensity)
  (to moderate) to heavy rains in the national contingency plan to the
  threats of gusts of wind and storms, showers
  dispersed with river flood of rockfall risks and
  flooding of low intensity for the departments of
  East, West, South, the nippes and the great Cove.

  The National Center of meteorology (NJC) in conjunction with the SPGRD and
  the CPD asked the population of areas at risk, stay
  vigilant and to scrupulously apply safety
  following in case of strong winds, flooding, landslides, of
  landslide terrain and violent thunderstorms, lightning and Thunder).

                                Instructions

    * Keep listening to the weather messages for any new
      development of this system.
    * Watch the rising waters. If your home is threatened by
      flood and landslide, prepare to
      evacuate.
    * Do not cross rivers flood under any pretext.

    * For thunderstorms, do you seek not from Windows and
      zone wooded.
