I know the levee system is new, but I'm not sure if all the pumps are new. It's still an antiquated system, all things considered. The city got 7 inches of rain on Wednesday and parts of the city that have never flooded before flooded this time, although the water went down pretty quickly once the rain stopped. I haven't heard anything about funds being mismanaged, but the fact is there's been an unprecedented (in recent history) amount of rain all over the country, and the Mississippi River is extremely high, even though the Bonnet Carre Spillway is open for a historic second time this year.
