I don't know if they specifically ordered the number 1's. I bet they thought about it, but officially it's probably a three way tie for their article. Masters' blog ordered it how I would. (as you did too) Even considering just the US, I would put Maria worst.

While the monetary estimates for damage from Harvey might be worse than Maria, perhaps quite a bit so, I would still rank Maria worse. People in TX/LA had more immediate help. The death toll and amount of suffering inflicted was worse for Maria in Puerto Rico. It will take so much longer to recover there. It seems that only a little over half the island has power as of now, over 100 days later. It's not to take away from those that lost so much in TX/LA or FL for Irma, but I'm sure most everyone in those places has had access to power and is starting to recover. If Puerto Rico had better infrastructure before the storm then Harvey would have probably been worse overall. Being an island was such a problem in getting help there. Plus, there needed to be a much bigger response early on.
