That kind of street flooding happens here in south Florida when we get a deluge. They build the houses on pads above street level and use the streets to contain excess water until the main canals go down. Not good to be stranded but beats the alternative.

From the article it appears it got into some homes but compared to some areas of the Carolina's and Virginia that neighborhood is lucky.
