The NHC coordinates with all the weather services throughout the Caribbean. The NHC is the official Regional Specialized Meteorological Centre (RSMC) for the Atlantic and East Pacific. They are tasked by the World Meteorological Organization to do advisories. When watches and warnings are needed, they coordinate with the national weather services of the various countries to determine who wants to issue them. If you notice when the watches and warnings are issued in the public advisory, they will say that government issued them. The NHC is not the one that actually issues the warnings internationally. I suppose they do domestically, but I don't know. They discuss things with local NWS forecast offices, all part of NOAA, but I don't know who actually makes that determination.

Most data is publicly available. Perhaps other international weather services don't get access to the actual software the NHC uses and probably not access to the Florida State Superensemble for example.
