When they've been smaller, there seems to have been less push back from regulators. That animation you posted is incredible. I knew it was a lot, but seeing it like that, wow. They were talking on the news tonight how it used to be around two 3.0 or higher each year on average. Last year it was over 800. (an old article about that)

They have ordered some of the wastewater wells shutdown after today's quake:

I would imagine they are immune from liability. And if not, they would argue that you can't prove that a particular earthquake would not have happened anyway. It would be a mighty court battle and the industry has lots of money.
