The last time I had a webcam working on my computer was about 15 years ago probably, so I wouldn't remember much. And that was in front of a computer to talk to family. But this was before broadband pretty much and it was a pain so we never really did it. I have several webcams that have not worked since about then probably. I setup a webcam for someone on Skype last year, but that is totally different than having one outdoors. You need an actual webcam, not a video camera too by the way. Doing video on the computer with a normal digital video camera is very complicated. A video camera and a web camera have something different regarding the video where you can't just use a digital video camera. I used to be able to do video on my computer, with a CATV cable running into an older computer, and maybe to get the video on the computer from the camera I had to go through a VCR too, but around maybe a decade ago lightning struck the light pole in front of my house and damaged lots of stuff in houses near me. In mine it got the intercom system throughout the house, doorbell and my computer. I think because of the cable line running directly into the computer without surge protection. Needless to say, the cable line is surge suppressed now, along with everything else. (though much was before too I think) And I don't have a cable line to the computer either since then.

You might find out more about how to stream it first:

http://www.ustream.tv/
https://livestream.com/
https://www.periscope.tv/

Then if you don't have a camera, you can buy one that might work well with one of those. But, I don't know about how to so something outdoors. These sites might not work well with that kind of setup. I really have no clue.
