I don't know how big the NOAA crews are, but they only have one single P-3 they are using right now. (not sure if they are still working on the other one or when it gets back to service) Air Force has up to ten WC-130J's they can use. I imagine the Air Force has a whole lot more personnel. NOAA was doing missions in the same plane every 12 hours into this storm, at times while the Air Force was not even.
