Even though Floyd was "downsizing" that did not lessen the destruction...namely excessive rainfall and inland flooding in eastern North Carolina...and northeastern South Carolina.

You do not have to have a named tropical system or a Cat. 3 or more system to bring devastation.

Just look at what happened here in SC in October 2015....and what is happening at present in LA.
