It's always about money. If you do not invest in the resources, you don't get any return. If they don't know what kind of budget they will have, they can't have expensive long term plans. The HWRF was supposed to replace the GFDL. I don't know how each are doing on average each year, but I don't think there is any great improvement, if any. I would be skeptical of any significant improvement occurring in the GFS anytime soon. With something as important as this, we should be planning on what is best and then finding out how to pay for it, not simply trying to scrape by. But then again, a lot of people simply use the Euro, and will continue to do so. The GFS is kind of the second opinion. At least there is the Euro. It would be nice if there were some other reliable global models. I don't really know how the NAVGEM, UKMET, Canadian and Japan's Global Spectral Model do for weather globally. People seem to often go with either the Euro or GFS.
