Well, it took a couple of days, but this afternoon I received the following very encouraging note from the NHC re my problems refeshing their new home page graphic::
Thank you for contacting the National Hurricane Center. You are not the only one experiencing this issue. A few other people, including members of our staff have had similar cacheing issues. We are working on a solution to "trick" browsers into not cacheing the frontpage graphic, and hope to implement it before the end of the week.
