More troughy still. It could reform further north. 8am EDT best track position noted. You can see that there are multiple wind shifts still with no closed, well defined, counterclockwise circulation noted with the wind barbs at the surface. (They are flying low, a bit under a thousand feet)

I thought there might be but that last pass indicates at the surface at least, it is not yet there. The actual center, when defined, could be rather different from where the models initialize at.

From visible, it looks like it could form anywhere from the elongated area that is trying to spin.
