If one lives in the French Quarter or The Garden district in New Orleans one is safer from flooding, elevation.   I know if the storm surge is high enough they too will flood.

In my area my sister lives below me yet her husband insists they do not live in a flood zone, his neighbor behind him, an insurance agent disagrees.  I know if a storm is great enough we will flood some areas sooner.
