I think they could have just used a measure of surge in elevation above sea level - that would be simple, easy to understand & correlate to an actual forecast when it occurs.  much like the existing flood plain maps/firms, already in existence - why tie it to a bogus wind category at all? I guess I need to quit complaining though, cuz simplifying it will never happen
