Don't these people have insurance to fix these homes? if they did not then that is their problem the government should not be bailing them out. We pay a ton of money for insurance here in S Fla in a wind insurance pool. If these people did not hold a mortgage then it was on them to buy insurance & not think it would never happen. Looks like quite a few of those homes were near water so flood insurance was needed if they chose not to purchase then don't whine that you have to dig into savings to rebuild your home. Also it looks like there were new flood levels where houses needed to be raised so that too probably took quite a bit of time to put in place, overall not unexpected =CYA
