Masters' blog today mentions that very thing (10% & it being a big surprise): http://www.wunderground.com/blog/JeffMasters/comment.html?entrynum=2843

the copious amounts of rain being forecast, even for a low population area, is very troubling, as the population there is quite poor & takes a hard hit when what little they do have is devastated :(  I have an older brother who did missionary work in the Tegucigalpa area of Honduras for decades, in his younger, healthier days - the pictures and stories just break your heart...

a recent BBC article on what heavy rain there has done, even without a tropical storm:  http://www.bbc.com/news/world-latin-america-29679163

Nicaragua, one of the poorest countries in the western hemisphere:  http://www.bbc.com/news/world-latin-america-19735631\\

Honduras, one of the least developed & least secure:  http://www.bbc.com/news/world-latin-america-18954311
