I'm not sure what is up with Martinique. Maybe it was too late in France at the time, I don't know who makes the call to make a watch or warning there.

I did go searching their site:

And they have a statement on it. In the PDF file when you click on the "Communiqué d'activité cyclonique" link this is the rough translation:

The tropical wave Nr 25 was transformed into a tropical storm named "BERTHA".

It was positioned 647 km SouthEast of Martinique and 785 km of Guadeloupe at 03h 00 UTC.

Position 12.3 N and 55.5 W. it moves North West at 31 km/h.

The central pressure is 1008 hPa and 1 min winds are 40 knots gusting to 50 knots.

Tomorrow at 12 htu it will be by 13.2 N and 58.0 W, with winds of the same intensity.

It will follow a path to the Northwest and its center should pass near Martinique tomorrow at the end of the day, without much change of its intensity.

I'm not sure why they didn't officially declare a warning. They are aware of it and state the intensity. I thought for sure there would be a warning at 2am.
