Once your ISP fixes the problem, just keep in mind for the NHC's site, you do always have to have the "www." first. You have it there, but just in case you forget. Every once in awhile I somehow accidentally mess it up in my browser, even though the link is bookmarked.

nhc.noaa.gov

Will never work. It needs this to be routed properly through their servers:

www.nhc.noaa.gov

They are the only site I can recall where that is necessary. Or you can use:

hurricanes.gov

With or without the "www." part.

I asked them that specific question in 2007 and they gave this response:

"It is the way the DNS zones are configured so that multiple web farms can serve our pages.  I understand your desire, though...the site should be accessible with or without the 'www'.  I have a solution though:  You can use our alternate web address (alias) of hurricanes.gov - that works with and without the www."
