Wonder why no yellow circle for wave in Eastern Atlantic???

Vigorous wave (as shown by sat pics) in the last couple of days of July. Seen models posted which call for cyclogenesis within a short period of time. You might have a yellow circle with say a 5-10 percent chance of depression formation within 48 hours. I mean 5 percent means only a one in 20 chance (doesn't this wave at least merit that? And that would be within the yellow circle range (which starts at 0!).
