The 800PM tropical outlook said that 94L was moving west at 15 mph, or roughly 12kts-13kts, not 19kts.

Speed is not the issue right now, dry air directly north is infiltrating the system and cutting the top half of the rotation off.

It is almost too low, as it would likely run into South America in 80 hrs if it doesn't gain to at least 12N-13N.

As in recent years, CV waves have had to shake African influence and usually got it together just short of the islands.  So, still plenty of time.

Danny and Claudette were both tropical waves that took nearly 2000 miles or more of travel over open water before formation.

Ana and Bill took less than 800 miles before formation.

2009 has provided precedent for late formation of a CV wave.
