The Jet Stream will generally define the boundaries of the trough.
There's no need for concern in Florida from Bill. We know Bill won't strike Florida for the same reason we know the high temperature in Miami won't be 120F today - we apply the laws of physics.
Hurricanes respond to their environment and the laws of physics; they don't react to prayers, supreme beings, wishes, hopes, or lucky charms.
The chances of anyone in Florida being struck by Hurricane Bill are about the same as the chances of their home doubling in price this week.
