I don't like the new version of the image as much as the old version, which you can see here:

The old version shows squares. You can see the one Bill is in is not highlighted because a storm exists within the bounds. In the boxes around it though, you can see formation potential due to it picking up on something related to Bill, but the system was not intelligent enough to realize Bill was so close that it is associated with something already developed. However, the new image I really dislike because while it looks "prettier", I think some translation is lost in the new one because you don't get as much detail. It's good to see the "uglier" squares because it tells you more.

But I never trust those images in any way other than for trends. (The percentages are never really representative.) You look at it and see there is a chance something can develop off Africa. Look at a trend and see if it increases. But now there are so many tools, this one is less useful, especially after the new site was launched.

I do still like the other products on the page for determining trends:
