A new sun spot cycle has finally begun (as you mention in your post). Our previous cycle of nearly no sunspots, the quietest since that cycle in the 1600's (can't remember the name of that extremely quiet cycle) has finally ended. Read a good article on it just recently, meant to post it, (should have, since sunspot cycles are intimately tied up with atmospheric conditions on earth). The article said that the lack of sunspots was related to a sort of "jet stream" of flow along the surface and interior of the sun. Once that flow reached a particular latitude on the sun's surface, you would have the optimum conditions for the formation of sun spots. After a long delay (I think normal cycles are usually 11 years in length) this cycle has finally ended and we will now begin to see an up-tick in sunspot activity. I'm sure you would have enjoyed the article Mike, should have posted it.
